I say yes.
The greater the amount of time between guardians searching the section the more rule-violating posts will pile up, which in turn means the longer you have to wait around between reports. Now for a good multi-tasker that might not be a problem, but I know when I first started reporting posts it was a pain. For all those say that guardians could abuse the process with the 60 seconds removed, then, like anything else, such a person should be removed as a guardian if they do so.
I don't really see any big down side to this suggestion.
