so u guys are saying ini edits woks i edited EVERYTHING now i can wear it as a garment but invisible so whats wrong?

Open your item.dat, find new year coat edit it to what ever you want.
Then do it source side after

I already gave you a working way.
All that is needed after is to go change the id's in the other ini files.
