rPE does fail -.- but you can use it to train windmill, though it's not the most hax way around. You'll have to make a bot out of it that readies and uses the skill on all types of zombies in a large sendlist. Then just sit there in TNN with it running for a while at odd hours. I haven't actually tried this, it's just the first thought that came to mind.
