So no I'm not sure, but it sounds a good explanation to me, none of the moderator have information about it, so we don't know exactly :(

I think they have just low spawn chance from crusher, like 0,5% or something like that. Would be nice to know exactly how they spawn, and even nicer if BP would increase devourer spawn rate, specially on small server.
