And yes, I understand. This isn't focused on 'ruining' the good threads. It's aimed at the threads who have 1) copied other threads, 2) not put any effort into making their thread and 3) violated the rules.
The other option to this would be single-handedly hand picking threads which have violated the rules and closing them manually. Although, that would take an awful lot of time if you were to do them seperately.

So my idea is do like the other forum sections (etc) guides and so on. Moderators need to confirm the new threads in this sections and make sure they are not copied or stolen and etc "following" the rules.
By doing this you will migrate the new topics and the spam which is normally created by new users. I'm aware that this is a problem for everyone and I admit that I want threads to close and be gone, but, you have to make it so the ones who actually followed the rules will not be damaged by the others.
This is a large operation, so by migrating the new topics and by closing the old will take time ofcourse, but! in the end you will have the forum as you like it and everyone will be satisfied.
Also remember there is more people which do not understand these topic such as non english or german speakers. For instant there is many Arabic players which do not understand what you are meaning by doing this and with this said you need to make more translations so everyone understand what your point and meaning is with this.
I know many people that when they opened a server "they made a new account" and when their server fails, they simple just "create a new account" and then post a new thread with a new name, you will also have to look into this to make the new system work properly.
This is my idea and I think many people would like this instead of closing all threads.
