Rising does not use a vote script for top100 as far as I am aware. (I would have to have been the one to make it)
Saying "half the shit advertised doesn't work" can be said about every private server. Though out of all of them Rising has things working the most.
In regards to illegal items from Ike, I can't confirm or deny as I have not personally checked into that.
