You could do it a decreased rate style like high rates at the start and slowly going lower and lower by every level until your high enough level to reach the minimum rate :D

It's sad because high rates & too many features=too many egy & turks.Classic silkroad(low exp,sox,etc)=not many players but good ones.So it really depends..if you want many people but full of noobs go with super high rates n many features(such as 100 cap egy items[that's gay imo]).In my opinion you will need dedicated team, low rates but!events(dedicated gm as i said)and you should be original..do something new unseen in the pservers :P

Not soon , really not , we'll completely finish ALL the edit stuff that we got planned , and its really lots.
Plus we dont wanna rush right after our first server failed , and advertising the server like 1 week before it opens would help. =)

Thats what we are going for , low rates , shitload of new features , but i wont tell them now , dont want any one to copy it before we'r opening.

By the way, you could make the starting lvl higher, especially with low rates since it's a total pain in the ass to get through the boring beginning :p For me thats the main reason i rarely ever try new psro-s , i just hate doing the same thing for the 5717517th time.

Will think of a quest , or something else for this level , because i think that @ first hours of server open , unique hunting is really fun :/

True.
But I really enjoyed the Level 1-61 Quest on OverLimit, no useless Lowmobkilling. Even though it can be fun with the right people.

61 At overlimit is okay ,but quest here would'nt give such a high level , since max cap is 90 , and new cave's / entrance's opens at level 32-40~

(Only to skip those levels where you quasi have to punch monsters with your bare hands, which can be pretty boring)

my biggest concern that at low lvl you cant even put together a normal pt cus you dont have the necessary skills yet+ ive already done the early lvling hundreds of times

Well , what level should the quest give? 16 ?
(Skips the really borring level's , also its not too high so you still got plenty of time to enjoy low rates and new features. )
Also , there would be just 4 levels left ( till 20 ) so you could start an actual party.

I didn't say it should be the same, just wanted to show off an example of how it could be. :)
edit: yes, 16 sounds good, since the cave's open at 32.
