You don't need that.
I didn't do it and it worked fine the hp/sp/mp were correctly applied.
It does the same thing when you set someones level in game.

Yea that's possible, I did not test it yet without these lines.

As snuggle said, those lines are not needed at all, they go hand in hand with lvling itself, so putting those lines is just a not needed plus
