- About the balance : i'd suggest to change the mastery limit to 300 & do some changes to magic masteries.
The idea here is to encourage more & various builds rather than the usual ones we see on every CH server.
300 limit will force ppl to use wisely which mastery to go, to achieve that we need the following requirements :
- Ice imbue = Light imbue dmg
- Last ice nuke = Last light nuke dmg
- Add a requirement to sheilds to have a bicheon mastery (same way EU set works), since the limit is 300 & not 330, you cant add 1 lvl of bicheon to be able to hold a sheild.
With these changes, builds like force INT will be more viable or hybrid builds. Pvp will be much more interesting & fun to play as its a key activity to farm RP or RJ.

Even tho i do not agree with the skill changes, u did some good suggestions.
Specifically the HWT and SoS part.
I feel like only SoS +1 as tradeable items, it will not be relevant man.
I remember in electus there was SoS, some other SoX and moon.
SoS was +1 too and was barely relevant, people wont spend immo's to get an item with +1 bonus when there is a moon weap soon to do alchemy on, its just how it works.
I can understand the fact that changing stats sucks dick actually, but +1 i dont feel like its enough to make SoS relevant. People will make normal items high + and go for moon directly.
