html config is 127.0.0.1 with port 80 pointing to /www and is also working atleast in browser, no firewall blocking.

If you can download the update.cfg file that mean the line for at-cdn.valofe.com have no problem, so your issue might be related to the line for mgr.gameguard.co.kr
For AOR it doesn't matter whether i disable/enable the line for mgr.gameguard.co.kr in hosts file, but may be it matters for other servers, try disabling/enabling the line for mgr.gameguard.co.kr to see whether it have any difference.

Apparently, if the GameGuard Bypass.zip being extracted using Windows Explorer built-in Zip feature, it can only extract the desc.htm file, so may be the compression method you use aren't compatible with standard zip compression. (Extracting it using WinRAR/7zip works fine tho)
You should use standard compression for .Zip file to ensure compatibility, or use a different extension like .7z or .Rar to let others know that it can't be fully extracted using standard zip method.
