J'ai vu ton post sur britania aujourd'hui et du coup je suis venu faire un tour ici.
Navré que ces enfoirés aient bloqués ton serveur. Mais j'ai une petite idée peut-être pour contrer ça, si tu le souhaites contactes-moi par mp pour t'expliquer.. :)

chat only works on localhost. why?

you have to code the npc attack ;)
change the gamechat ip into the server ip than the chat works ;)

Im new at making a server, i really want to, can it be possible for someone to make a tut i have the files donwload but dont know where to extract them and howe to upload to xampp

Here are so many guy's who can't code.
Put the cms into the htdocs (xampp) folder
Include the database into localhost/phpmyadmin
Change all ip into 127.0.0.1 or if you have a server into the server ip.
Fix at least all errors and than
Start the emulator and have fun ;)

Only 1 question: how to set up hp for new register?
Bcs at the moment there are 4000 with goliath design and not 256000.
