I don't think that really matters, as the 50% exp buff will still be in effect during pre-patch

That's true, but they don't overwrite each other, rather complement, so it will even faster during those 4 weeks or so and I was wondering how will they manage to develop that.

The PTR is free to join. As far as I know, it is added.
