Permission 100 for GM permission, and you do not need dbo.AllowedCommandsForPermission to work.

proper gm permissions on flag 100, warping in ingame chat via //warp x y
also for the commands to work on your charecter #learn_all_skill("char_name") must be used in game server prompt

For the item and buff commands, what does value do? I'm guessing that for insert_item it tells you how many items will it give you, but for the buffs I can't really see how it's calculated.

add_state(state_id, level, duration_in_miliseconds)
insert_item(item_id, amount, enchant, level, flag, "target")

I followed the official sticky guide to creating a private server, but It's horribly bugged. There's empty strings on NPC names, dialogues, in-the-middle-of-the-screen messages, menus, etc. Also I can't summon my pet, I've put it into the formation thingy, I can see it's hp/mp/exp window on my screen, but when I use the summon pet skill, nothing happens.

You are probably using the wrong client with the wrong server file release.

I'm using the 8.1 US client

As I said I used the official sticky guide, which means 8.1 files.

Hmmm the only empty strings I had on mine were some custom NPCs and the KTS NPCs which were easy enough to shut off and or fix depending on the situation.

I didn't have any empty string system messages or anything like that.

Lot's of bugs usually means a server file client miss match aside from those custom NPCs which are not in the English string resource because they are not English NPCs, and that is why they turn out empty.

One thing tho, I'm using an US client with the Philippines Sframe.exe, as stated in the guide. Also I once accidentally used the regular launcher, it started patching of course, but I shut it down as soon as I can. Maybe even tho the update was canceled, some of the files remained "newer"? I'll reinstall to make sure.

Patched files could very well have caused problems. It would have tried to patch to 8.3 content which will not work without a lot of work on the SQL tables.
