You seem to have misunderstood me. It's not weird that the client doesn't do this, as it's not a bot. It's not supposed to do anything by itself.
The weird part is that you've expected it to do so.

this is what i get when i copy out of my folder but i get the error and my seafight water page only loads to 0% in the FAQ you said its because we set the rules up wrong. what is wrong with this?

Well you have to unpack the archive in a folder on your computer. It's not really difficult, it's also shown in the video. If you need assistance with that I suggest to Google, but it's really not hard.
Basically copy the folder "Seafight custom client" from inside the archive to somewhere on your computer - for example to "C:\Users\kyler\Documents\client".
In that case the required (in the example second) rule for Fiddler would be: "C:\Users\kyler\Documents\client\Seafight custom client\data\api\$3.php"

2.4.4.5 (Fiddler2) and 4.4.4.8 (Fiddler4) - but you don't have to update your Fiddler unless you are using a version that's years old or something for the client to work.

You don't need any other programs, no. Do entries show up in the left side of Fiddler, in the white list?
If no, your browser does not recognize Fiddler for some reason. Try to use a different browser or set the proxy manually.
If yes and the client just doesn't work (you get the normal map) - which server are you playing on? Are the rules in the autoresponder set (and enabled)?
If yes and you get an error while trying to open the map - you've set the paths for the rules wrong, they don't point to the actual files. Make sure they are set correctly and try again.
