If we look in this direction, then think, that all people who MUST take this program are CHEATERS (They ruin the game). And people who will not take the game are LEECHERS (they do not know the simpliest cheat).
So, why he have to filter persons who obtain the program. And why leechers must not have it. Maybe it has to be viceversa? There must be a balance.
