its not a problem.. its a feature

it auto adjusts to your level, skipping steps that are not needed.

remember, its primary goal is to get you as fast as posible to a certain lvl.. not to enjoy all... meaning skipping lower (thus less xp) quest by default

you can adjust those setting in the control panel.

If you dont want to make it skip, set the lvl difference to something like 10 or 15
