They should set it at all as a test server, i mean, the can test than everytime the new updates and never delete our chars :D
but all users would move to this server and ocean could lose money! :(

Nah, he wouldn't loose money,
People would still buy silk stuff, globals, grab pets, premium(for alchemy), astrals/immos... etc.

They will lose money, however, they can make such premuim items (in the item mall) for real cash and stuff so they at least less from the lose when they pay for the hosting server...well this is why, i think, there are no Pvp servers of psro till now.
