x1.3 is too slow. x2 or x3 it.

You slow down to lower than the normal speed if the race goes on for too long. You have to finish the race before that.

i`ve tried it but it is not working for me I am in the lead but when i have like 200 m to finish all the others pass infront of me(not phisically just on the ranking list at the right corner of the screen) and i get the race ends in 50 sec....

Not sure what you're doing incorrectly, I've won all my races yesterday. Except for a few curvy circuits. Lots of turns + 18km long race + pro racers = lose. lol

Usually when you're winning but still lost at the end, it means that you where driving too slow. Too much hitting the walls, speed was slow, speedhack value was too low, etc.

Boost is server sided. Hacking their servers is considered a criminal offense and EA would most likely prosecute. I dont know how to edit packets, probably possible but extremely difficult and time consuming for most. Specially not worth the effort for a buggy game.
