Salomon, you are wrong. A new OS is not necessary, especially if you are changing just the GPU. All that would happen is that the OS would boot up in 640x480 SM, and you would than have to install the drivers. No problem. I have just recently done so myself. (Even wrose, Nvidia to ATI, and it worked flawlessly)
OP I am afraid you problem is a more fundemental, and I am afraid it is one which is going to cost you. About 70€.
Let me explain: You had a on_board gpu untill now. Such gpu's are, so called, passive: they do not need any additional power, no dedicated fans to cool them etc. So your PC didn't need really that much power. Now you have just put in a mamoth card, which suchs electricity like a vacuum.
--Try to emagine, You had a little smart, with a smart engine. Super! But now, you bought a big ass truck, yet you still have the same engine to power it. Shit!
The problem is that pre build computers always save money on components the mainstream buyer isn't even aware about. You saw a good CPU and a decent amount of ram. Maybe even checked out the mobo (main board)? So, in order to get as much profits as possible, you were given a bad PSU (power supply unit). Which is okay, for regular computers. But big cards need big power supply.
Now, this is *probably* the problem. It could be you have a sufficient psu included, although it is highly unlikely. But before we move on to you buying something, let us check a few things:

I need you to inspect your card and look for a connector that looks like this:
#This are acctually two different connectors, one is 6-pin the other is 8-pin. If your graphics card will have the connector, it will only have the 6-pin one.

- Did you plug anything into your card on the inside of the system? (a cable)
#By inside I mean, into your card inside your case, not the screen cable. - Did you plug your screen into the NEW graphics card? (Screen into a different DVI than before)
- Open your case, and start up the computer. Now inspect your graphics card. Does is make any noise? Are there any LED diods? Is the fan working?
- When the computer starts, The first screen, even before the boot menu should be a few lines describing your graphics card.
- Go into bios and see if you can find the option to DISABLE the on_board gpu. I will assist you with that if you fail to find it.
- Have you overclocked the cpu?
- And finally, is there a way for you to check what PSU u have?
#It should be the BIGGEST box in your computer. It has to have some stickers on it, maybe on the back (The end which is sticking out of your computer)
#Does it say anything about watts? (350W, 400W?)
