Just save some cash and but it, its the easiest option at your level.
Or lvl upto 120-125(110 is least lvl to enter dis), and just find wraiths on the 3rd floor, they drop nd quite commonly there as compared to polts in tc

on my server a guy got ND from those blue ghosts near mine cave, so i think its still posible but its VERY RARE :/
best way if u dont wanna to pay is Dis City :)

im new here but i didnt have the money to buy nd so when i was about lvl 50 it took me maybe 3 hours to find nd in the poltergeists now i cant find it again!! =P hehe
