What you are showing is an anti-rage policy. It applies to users who get manually banned 3+ times within a single week by playing recklessly. That is not the same as "banning people for playing on Facepunch", it is a safeguard to protect the product and every other customer from people who draw attention by raging.
And here is the thing, our customers actively want this policy enforced, and many have asked us to enforce it even harder. Because they understand that cracking down on ragers is exactly what keeps the product safe for everyone. This is not some unpopular restriction we are forcing on people. It is what the community asks for.
We also have in-game analytics that let us see how people are actually playing. Any decisions are based on that data, not simply on whether someone received a ban. And in practice, we have never actually banned anyone under this rule.
