I will only provide you with a basic Create Account.htm that is attached that was shared by another user on here along time ago. That will allow you to create accounts manually - Anything further you will have to work out on your end but I want to help where I can at least.

Thank you so much for this.. Where should i attached this file! Coz i've tried the register page.php from old files shared then input this ip "127.0.0.1" or
"either my ip" it is not connecting or yeah can not register...

You can open the file from anywhere - It's pretty straight forward, No need for a web server for it.

Yes.. Thank you.. But the problem is i cant see my registration page or not connected.. Is there any other ways to register an account? Like direct input to navicat?

In Navicat open Query paste this then hit run

insert into jz_acc.account (name,password) values('test','53b6320eb06e2c62888a6d1739cd24bd');

creates a account with user and password 'test'

My NPCServer can't login, where do I set the config for this? I think I set it right

I think I properly set up, but now when I login it says Server maintenance or internet congestion. What am I missing here?

Got it to work now, I'm playing just fine. How do I give myself admin and what's the command?
