Wrong advice! ALWAYS use a spoofer.
Not only does it prevent your real identifiers from getting banned it also allows you to go fully legit (no cheats) and not have to worry about the ban history you had when cheating (if you fully reset windows and get a new public ipv4 and accounts obviously)

Go for the best one (i dont know which one)

Its unnecesarry costs and risk, if you plan on playing legit you wont get banned anyways, even if you get banned its unlikely your first ban will be hwid

Yes, its a good idea to keep your hardware unbanned but while BE/BSG only bans your drives its just money youre throwing out the window

Reinstalling Windows doesnt give you a new ip, restarting your router does unless your isp still operates in the dark ages and gives out static ips to individuals
