As you can see from this screenshot, we've two partitions, one for windows, and one which is called system reserved.
Once they apply hardware ban, they write something in both partitions.

So even if you spoof your system, with out clear this, they still track you, and ban you again.
except if you do deep windows installation and delete both partition then you're ok.

This not happen for all game's.
that all.
hope its clare.

What kind of explanation is "they write something to the partition"? I am already familiar with how SRP and partitions operate in general, so providing a screenshot of a standard windows partition system is unnecessary and meaningless.

There's no benefit in continuing this discussion. Your explanations lack details, strength and validity, and I disagree with your perspective. While you have the freedom to hold your own beliefs, I don't see the value in investing any more time in this conversation. Have a good evening.

EAC does mark systems outside of simple HWID to ban persistent cheaters. Hell, someone from another forum even posted dumps of it placing serials within the file properties of windows.. It can even check if you have UPnP on your router and ban you based on your serial number & unique identifier of that. So plenty of ways for EAC to ban people outside of simply checking hardware id's.

While there are hundreds of methods to identify a user, it's important to understand that not all of them are fetched and used by EAC. There are even multiple identifiers that are being pulled but not actually used.

Additionally, EAC does not issue bans based on ARP (Address Resolution Protocol), as you just mentioned. Although some anticheat software do use ARP, EAC is not one of them. Before making any public claims, I suggest logging data from EAC's driver yourself to confirm their validity.

Alright, I think I've wasted enough time on this.

You guys doesn't seem to have the slightest clue how things work. Instead of backing up your claims you start being offensive instead, clearly lacking the ability to do/answer what's requested. I feel bad for your clients having to deal with people behaving this way.
