I have a program I wrote that will do this. You can PM for details if you want. It does require access to the VM or Desktop though.

Does anyone know how to use that .asm file. I understood that I have to change to steamclient64.dll on the server in order to send the fake player count to the steam API.

Does anyone got further details how to do that?
