But note that you need to format, spoof, and then buy a level 50+ account to remove shadow ban.

Activision places fresh, brand new accounts into a shadow ban automatically. So either buy an account from somewhere or grand for 1-2 weeks without hacks or anything that could be deemed suspicious.

So after reading, I am still a little confused, will I need to reinstall Windows and completely restart my computer like the other spoofers or will this one work almost instantly?

Sorry for the late reply, but yes. As long as you format, spoof, and login to that account (provided you haven't used cheats on that account) you will be good to go!
