He is a scammer. I wanted to load 30$ on my account and my CC which I have to approve first showed that they wanted to charge me 500$

I told you this, but your brain is too small to understand it. For $30, it converts the amount into the currency of the country the payment firm is affiliated with. i.e. it will still charge you $30 but the money is exchanged in the background and converted to a different currency.
To give an example;
$1 = 100 rubles
If you want to pay on a russian website, they will tell you that they will charge you 100 Rubles for 1$. Thank you for not buying. It wouldn't really be possible to explain how to use cheat to someone who doesn't even know that.:D
