Apex Legends absolutely does HWID ban. Installing Windows again won't do anything if you are HWID banned. That being said, they don't HWID ban instantly upon each account ban, but once you are device banned to any degree, it's a HWID ban that includes many other factors than just Windows information.
Please don't spread information on this forum if you don't know what you are talking about, as users may trust what you say as factual.
Also I hate spoofers as much as anyone, but they aren't "scams" to spread a virus, they are just attempts at accomplishing something that a method can accomplish better and cleaner without risk of detection unless a change or patch is implemented in the HWID banning process.
