My current work project is only an RPG (without the MMO) with some online elements (social and whatnot stuff) and fully online (think diablo single player on PC online), it took us more than two years with experienced devs and artists. We also have two MMOs that if memory serves me right took the respective studios more time than that. Even just managing the infrastructure behind the scaling of it is a timehog. I can recommend this great book if you are interested more in the topic of AAA multiplayer game development (and even this just scratches the surface, things get really complicated really fast):

I can see conquer as a great VR-MMORPG game. But unfortunately I think the game has no more potential anymore.

Conquer Online would be the worst VR experience, ever.........
The jumping around, constant direction changes.... leave VR to another game.
