Wel, worked. Tried today and it does not connect to the server at all. It is trying to connect to an IP address the actual server does not. Maybe if you redirect traffic from one IP to the actual one, or change the IP address into cabalmain.exe.
Anyway it won't work on any other cabal servers, as it points to a specific IP address which is hardcoded on the .exe. It is for a version of cabal which does not have auction house, so eliminate any server which possibly has auction house, and well, there is a chance it can work on your server if you could depack it and change the required values to connect to the server. Don't ask me how to unpack this piece for I don't know. ;)
