The only way that screen would pop up is if you're using the play.exe.
I've never experienced it coming up while using Conquer.exe.

im not really good with decompiling exes so....

Ive tried a new .exe, same result.

I guess I got everything working fine, but when I'll try to login with the client, the client closes itself
