There no rates. GMs don't like rates idea, but there are listing other players wishes. For example first main changes was at this week, they added masterwork alkahest box (u can get up to 1000 from it) to vanguard weekly bonus and spellbind box. for many reason's not everyone enjoys the leveling curve of tera, not everyone wants to spend a'lot on the items in cash shop, not everyone wants to spend along long time gearing and progressing as they have real life stuff that just takes up too much of there time.
but sadly there is not a private server that caters to these types of people and thus have low population or are buggy as hell.
just because its not for you does not mean its not for everyone else we all have our own source of enjoyment what we like most likely is not what you like.

tera is one of those MMOs that just take a few weeks till max level + decent gear.
