"I will give tool first when you want." - What do you mean by that - are you giving out the tool to try it out first? Aren't you afraid of someone scamming you?

Can it spawn mobs like the first HacksEls did?

And also, does HäcksEls2 still work?

HäcksEls2 does not work anymore, but I made a new tool called "MMPE". I'll soon create a trading thread for that one. You may contact me via PN for that.
