How to find NCT ( no skill cast time) with cheat engine ?

how can i find the offsets of no delay? and how i find the nodelay adress in ep13?

I try this method..but when search until 20k+ it starting to hardly search(ex: 26k then search again change value its become 25975)it will take very long time to get it?I'm playing EP15..is it same method will working?
