Yes, you are correct. But just look at us, opora4s have a pro php developer, optool, cms, fixed files. Before you start childish arguing, yes they're really fixed, isn't weird, that my 4s server at home pc is running since 1 days and 17 hours without problem, with players? :) Just use your little brain.exe and you will find out why servers are failing.

It worked at the beginning but now i don't know what i've done worng i can't fix it anymore.

Edit: CPU speed it's the current CPU speed usage, I have 1.8GHz dual core which is also old crap :3
