His account was banned, Anyone who is only account banned is usually going to resign up as another account. That's why they have another thing called I.P Banning, If it is neccesary the action will be taken. But If he follows the rules he may be able to stay in the community. Flaming people is not allowed so he has already broken the rule one again, 3 Strikes and You will be re-banned.
