As already told,you can't get a legitimate API without providing such documents,money laundry has became the #1 business now,so they have to be careful.

You may consider using a method that is used for suspicious operations and used alot @ underground markets,such as Perfect Money,bitcoins (harder to manage).However, these methods will have to be manual payments aswell.


Short answer : No,you can't cash-out without providing documents.
