Can one Tell why one need this Account Maker ? For What ? Its so hard to register on Riot ?

nope because riot does not host itself in this region so there is another registration process over garena I think.

that wont happen that fast I think.
the problem on garena accounts is that you get after your first registration a recaptcha captcha. the problem on this is the following: google makes changes to this method almost daily and I do not know any tool able to solve these captchas.
the only possible way I think is a proxy list because it seems like this is an IP based condition if you see the captcha or not
