to be honest, im a dev myself, but never bothered to applying this here(aside of not being familiar to track packets between server or exe<-->exe), so it is normal to me to be very ignorant on the topic
you must not confuse the term Dev we have and the term "dev" server owners auto grant because they were capable of set up a server
