Permanent ban on chat

He shouldn't be worried then if it's IP ban, not acc ban.

Call ISP ask them to release the lease of router/modem. Back in in maybe a day mine was an hour. This is not release/renew. Needs to be done on ISP's side. This is just my personal experience. Tried all the above, good luck to you.
