If your sure it isn't your firewall, then you have the incorect IP set up, if the server is local you can just put in 127.0.0.1 otherwise use ipconfig in command prompt to get you IP and set it in these locations
ShaiyaServer\PSM_Server\Config

ShaiyaServer\PSM_Client\Bin\Config

ShaiyaServer\PSM_Server\ShaiyaServerPatch\Config\G ame01

ShaiyaServer\PSM_Server\ShaiyaServerPatch\Config\S erverMain

You must download HxD, open game.exe and search for 127.0.0.1, replace it with your IP, then save. Please be careful, when the IP you enter is shorter than the one before, select the other spaces left from the other IP if you get it and fill them with nulls, by right-clicking after selecting them and clicking Fill or whatever it says. Then click ok, save and you are done!

Fixed, because if it's dynamic it will change, and every time that happens you would need to change it too.

make sure u guys dont destroy ur game exe while changing ip that happend to me ^^ thought something with server is wrong but server was running perfect lol so yh make sure u replaced the ip very well that can curse that prowblem aswell

This means that the server is not connected

* Check that your server is all with green arrows>
* Check if you set the right IP Game.exe
* Check that you have configured the IP shaiyaserver \ PSM_Client \ Bin \ Config \ ps_game.ini
