It's not possible to make an itemtype that can tell you about + items on the ground because +1's are randomly given as soon as you pick the item up, not as soon as it drops from the mob.

At least I think that's how it works, but in any case it isn't possible to see +1's on the ground. This has been mentioned quite a few times before I think.

its only show server sided not client side so u cant see
