If you already have full Havoc you need to remove Havoc to put Hercules design , in fact you will lose 10 % dmg bonus for 20 % hp and 15 % sheild on each drone.
You have full havoc and full hercules then you need to choise : havoc or hercules , dont have extra slots for two drone design .

you dont get more shield,you get more power shield.
