Param/2^24 = +1 %Chance
Param/2^25 = +2 %Chance
Param/2^26 = +3 %Chance
Param/2^27 = +4 %Chance

NextParam/2^24 = +5 %Chance.. etc..

%*2^24 = Param

Doesn't really surprise me now that you're seeking for help :)
