well, for NA (it might be different between servers) I have gotten a ton of error 174s. and none of those accounts have been banned with the earliest error occurring about 5 months ago. so i'm starting to feel safe but who knows, maybe all my accounts will be gone tomorrow

yup in ep9 it's alresdy tradable if u succeed in crafting it on PortLux NC chloe. u nid 6pcs binded stain clone to craft it. when u succeed she'll give you 5 pcs tradable stain clone.
