You can block the popular proxy ips, but you can`t block all proxy ips :D, so please...Try the system, and then tell what it cants and what it can :)
You could just hire a cheap VPN and vote lol, best thing would be to have your ingame account syncronized with an account on the sro server website. And just by having the opportunity to vote one time everyday when you're online on that specified account.

Most servers with such vote features don't give enough silk to be worth buying a vpn just to get few extra silk.
