you are right but that's if he isn't make the host servers at his home,
I know alot of people start the host business with small servers at home and It's really a good idea and way good to start

the dedicated server is so cheap because is not a a big company , the server are hosted at his house and like Dr.Abdelfattah said many do that for starting

Better buy one with less cores, but more Ghz, especially because it's AMD
