If those wrote right
Check UID (user like sa) and PWD (sa password for example) and database and server (seems oky but check it again from managment studio at login, there are some sql servers use like MUSLIM-PC only without \SQLEXPRESS) ..

Billing server is dead maybe,
Check your billing link so . (at browser with /test.asp and tell me what's the browser answer)

Find out BILLING_SERVER_URL "http://192.168.0.79:8080/" (for example)
but did you setup billing first? (iis and asp script) ?

Second download [Only registered and activated users can see links. Click Here To Register...] (billing script)
Setup iis and make a website after that type the website link like for local 127.0.0.1/testp.asp , if the script gives your machine current time so It's work find and issues with reading script,
Now edit DBConnect.asp and type your right details about your account db (SRO_VT_ACCOUNT) as you type at your certification (server ip host or what ever for sql server will be MUSLIM-PC\SQLEXPRESS not your machine ip or whatever)
and now your server should works fine
have fun/time to sleep ^_^
