Oh wait. My bad, it's not the status flags. Sorry, I was confused. You're on the right track. Are you testing with a non-zero value?

SoulShackle:
UInt16 60 = Length
UInt16 2 = 10017
UInt32 4 = Target UID
UInt32 8 = 2
UInt32 12 = 25
UInt64 16 = Target Status1
UInt64 24 = Target Status2
UInt32 32 = 54
UInt32 36 = 113
UInt32 40 = Time
UInt32 44 = 10
UInt64 48 = 4

AzureShield:
UInt16 60 = Length
UInt16 2 = 10017
UInt32 4 = Target UID
UInt32 8 = 2
UInt32 12 = 25
UInt64 16 = Target Status1
UInt64 24 = Target Status2
UInt32 32 = 49
UInt32 36 = 93
UInt32 40 = 60
UInt32 44 = Damage reduce : 1200/2800/etc based on skill level
UInt64 48 = Skill Level

You should be able to understand what each value does by yourself.

Good luck
