C10 error is an result of a missconnected port. Your Farm Server and Agent Server are not connected trough the proper port for some reason and when you try to connect you are sent to a port that's not active. Check your connection settings or simply restart few times everything until it starts properly.
This happens often when a browser is working while the files are being started.
Sometimes on a server with more than 1 Agent Servers one of them is misslaunched and gives the same error. When this happens if the Agent that's giving the error is on the secondary machine (not the one where the cert is) - restart all of the exes on both (or more) machines.
If the error is only on the main machine - restart only all of it's exes and they should start properly without returning this error.
